Gov. Beverly Perdue signed North Carolina's $19 billion state budget into law without fanfare, burying the news in a list of bill signings that included regulations of shellfish and golf carts.
Perdue's office said the governor signed the budget Friday. The Legislature passed the measure Wednesday. Perdue said then she would read the document before reluctantly making the spending plan law.
The governor said she would have wanted more spending for education and more taxes to pay for it, but lawmakers stopped just short of $1 billion in new taxes. The budget also cuts programs by about $2 billion and plugs holes with more than $1 billion in federal stimulus funds.
Perdue's office included the budget among a list of 30 other bills she signed.
