The interim chief of an eastern North Carolina town's police department says the best way to recover from the scandal of two officers being indicted may be to close the department and start over.
The Fayetteville Observer reported Tuesday that town leaders of Spring Lake are considering the idea proposed by Interim Police Chief Gregg Jarvies.
Jarvies presented the town aldermen with a plan to fire the remaining 11 officers and two dispatchers and return local officers to the streets next year.
Jarvies said the plan was developed after talks with county court officials. They had stripped the department of enforcement powers after two officers were arrested on charges ranging from kidnapping to larceny and embezzlement and the former chief quit.
